Peacock is an attempt by NBCUniversal to create a subscription service similar to Netflix, which has a large amount of NBC content such as movies and shows. Unlike Netflix, Hulu and CBS All Access, Peacock has a free tier. There is also a Premium version for $4.99 and a Premium ad-free tiers for $9.99. The streaming services are mainly ad-supported. So you won't get access to skip commercials unless you are a paid subscriber.
